Three days of institutional mourning for the death of the mayor of Loja; Patricia Picoita assumes Municipality

Patricia Picoita, who served as deputy mayor on some occasions, will assume the Municipality of Loja after the death of Jorge Bailón.

Bailón died this Tuesday from a pulmonary thromboembolism, a condition that would have caused a heart attack. The official was immediately transferred to the Hospital Clínica San Agustín, where he died around 6:30 p.m.

The first municipal personero had undergone surgery days ago, and after a brief recess he returned to his duties.

Bailón requested vacation leave from the Municipal Council in February, but it was not known that this request was due to health problems or to undergo surgery.

Deputy Mayor Patricia Picoita replaced him in office on Monday, February 21, 2022. One of Picoita’s first actions in her capacity as deputy mayor was to dismiss two advisers from their duties: one from the Mayor’s Office, Juan Pablo Montoya, who would have been the right hand of the mayor, and another of Regenerate.

Six days after having undergone surgery, Bailón returned to work on Thursday, February 24, 2022. That day he said that he had overcome a health situation and that he felt fine.

On the morning of this Wednesday, March 2, employees and workers of the municipality were prevented from entering to work by agents of the Municipal Police and National Police until receiving the order of the mayor Patricia Picoita, who assumed the functions of first authority of the canton.

Picoita later arrived at the Municipality’s facilities and the employees were allowed to pass, however, the mayor’s office was closed and no person was allowed to enter until Criminalistics personnel from the Prosecutor’s Office arrived to gather evidence for the acts suspects that occurred the night before.

In social networks it was denounced that after learning of Bailón’s death, advisers close to him went to the authority’s office, without realizing it.

“The story that officials entered to clean the mayor’s office of the personal effects of the deceased mayor to receive the new mayor does not seem coherent to me and the information from the security videos must be delivered or otherwise request them by court order,” he published. Councilor Pablo Burneo.

This Wednesday a burning chapel will be erected in the hall of the town hall, where a tribute will be held starting at 11:00.

Bailón was elected mayor three times: 2005-2009, 2009-2014, 2019-2023. He was born in 1946 and obtained his civil engineering degree from the State University of Cuenca. He was a scholarship holder of the Government of the Republic of France in 1971 and obtained the specialty of Bridges and roadways.

The Cantonal Council agreed to make the declaration of institutional mourning for three consecutive days and raise the flags of the national flag and emblem of the province of Loja at half-staff. (I)
