The Russian authorities have prepared a set of emergency measures to support the IT industry, Kommersant writes. According to the publication, a package with proposals from the Ministry of Digital Transformation was sent to Prime Minister Mikhail Mishustin.
According to the publication, the department proposes to give IT specialists a deferment from the army for the entire period of work in order to avoid their outflow from the country. Also among the proposed measures are a preferential mortgage with a rate of 5%, exemption of employees from personal income tax for three years, and IT companies themselves from income tax.
In addition, the documents note that Russia needs to quickly create an analogue of GitHub and switch to domestic software at strategically important facilities. The authorities admit the possibility that, due to sanctions, Russian developers will not be able to work with open source.
The Ministry of Digital Development also proposes to simplify obtaining a work permit and a residence permit for relevant specialists from abroad.
The publication notes that currently 5,000 IT specialists want to emigrate from Russia.
