The fate of the president of the National Assembly, Guadalupe Llori, will be put to the test this February 24 when a group of legislators led by UNES, PSC and a sector of Pachakutik will try to approve a resolution to form a commission ad hoc Evaluate your management.

This evaluation contemplated in article 18 of the Organic Law of the Legislative Function speaks of the reasons that could lead to the cessation of functions of the authorities of the National Assembly, but prior to a process substantiated by a multi-party commission ad hoc of five members, appointed by the plenary.

The negotiations to achieve this objective are advanced and the three political sectors assure that they have the support votes to make possible the inclusion in the agenda of the plenary session 766, convened for this Thursday at 2:00 p.m., regarding the appointment of a multi-party commission.

The structure of this commission is under negotiation due to the announcements made by two assembly members that the previous week were included in a list presented by the legislator Mireya Pazmiño from the sector of the Pachakutik rebels. Those two legislators are: Lucía Placencia (ID), Francisco Jiménez (CREO). While the other three proposed names: Peter Calo (Pachakutik), Fernando Cedeño (UNES) and Pedro Zapata (PSC), would be ratified.

Faced with the progress of political negotiations between UNES, PSC and a sector of Pachakutik, the president of the Legislature, Guadalupe Llori, called for the reinstatement of plenary session 759, starting at 7:00 p.m. to know the draft resolution that immediately orders the resumption of the plenary sessions that are currently suspended in order to evacuate the debate on sensitive and important issues for the country and prevent the Legislative Administration Council (CAL) file the repeal of the tax reform law.

The call by Guadalupe Llori, to reinstate the session to address one of the issues that motivates the evaluation of her management, for Assembly members Mario Ruiz (Pachakutik) and Ronny Aleaga (UNES) is an untimely action and responds to pressure from various benches.

According to Aleaga, Llori intends to do in a hurry what he has had a long time to do, since the resolution on the consultation to the plenary session to ask the Constitutional Court regarding the repeal of the tax reforms was approved on January 28, and it’s already been a month in his office. In addition, he insisted that the CAL had to apply article 140 of the Constitution, which empowers the National Assembly to repeal urgent laws that came into force through the ministry of law, but through ordinary procedures.

Aleaga, as a member of the CAL, indicated that he is willing to be evaluated as determined by article 18 of the Legislative Function Law, because “there are many voices of legislators who have questioned the work of the Legislative Administration Council.”

For this reason, he said that the resolution that is expected to be presented this Thursday proposes an evaluation of the seven members of the CAL: Guadalupe Llori (president), Virgilio Saquicela (first vice president), Yeseña Guamaní (second vice president), Natalie Arias (CREO), Johana Moreira (ID), Darwin Pereira (Pachakutik) and Ronny Aleaga (UNES). “It is not a bad thing that they evaluate us, it is not destabilization and this should be public,” she pointed out.

Ruiz specified that there is no conspiracy when suggesting the formation of an evaluation commission for the work carried out by CAL, that this proposal was born in the Pachakutik bloc., and the other benches pick up the initiative and will support the action, no matter which one proposes it. He affirmed that there are ten legislators from Pachakutik who will support the integration of the commission ad hoc.

His co-ideator Darwin Pereira, Pachakutik’s delegate to CAL, also spoke in favor of an evaluation and said that it should not scare the president of the Assembly, if she considers that she did nothing wrong.. “If there is a resolution to integrate a commission that will evaluate the work of the CAL, I will vote in favor, I am not afraid of being evaluated,” she noted.

According to CREO representative Francisco Jiménez, there is no problem with an evaluation of the CAL, but adjusted to what the Constitution and the Legislative Function Law say.without forcing the mechanisms, because that could generate political instability.

The Guayas representative endorsed the concerns of the President of the Republic, Guillermo Lasso, that the intention is not only to destabilize the National Assembly but all institutions through political trials. He said that the votes are secondary to the fact that there is no reason to alter the country’s institutions.

The coordinator of the Democratic Left, Marlon Cadena, called for the unity of the Assembly and confirmed that his political organization will defend institutionality, democracy and governability. That the country is not only experiencing a crisis in the National Assembly, but also in the Citizen Participation Council, the Judiciary Council, among other institutions, and that the ID cannot add to the chaos.

However, he said that his block will not be left out of any transparent dialogue, and if it is time to carry out an evaluation, it must be based on the regulations. (I)
