Inside the National Assembly, a “legislative carnival” is being forged that seeks to subject to evaluation the actions of the president of Parliament, Guadalupe Llori (PK), in the qualification of bills and requests for political trials, and that could reach also to the six members of the Legislative Administration Council (CAL).
Political negotiations intensify as the carnival holiday approaches. The objective is to apply article 18 of the Organic Law of the Legislative Function that allows the removal of the authorities of the National Assembly, prior to a report prepared by a commission ad hoc composed of five members, which determines a breach of duties.

For all this, 70 votes are needed and according to calculations of the benches there would already be them when adding the wishes of the assembly members of Unión por la Esperanza (UNES), of the group of self-proclaimed rebels of Pachakutik, which could reach up to ten members, the Christian Social Party (PSC) and even some independents, who for the moment remain reserved .
The text of the resolution to integrate the commission is ready and the votes too, what at the moment is calculated is the opportunity to execute the plan; some speak of Thursday, February 24 at 11:00in whose agenda there is only one point, and others prefer not to reveal the strategy.
The president of the National Assembly asked this February 22 all Ecuadorians to be aware of the events. In an 11-minute message to the country, he tried to undress the plan, but first he clarified that he has kept all his promises, that he has been respectful of the benches, that he has avoided confrontations, but that his effort has not been valued.
That this intention to destabilize the National Assembly has caused him great astonishment, sadness and indignation, since he affirmed that there are dark interests that are opposed to ethics and reciprocity and that is why it feels indignant at the dangerous events that threaten democracy. That certain members of the Pachakutik assembly, who call themselves rebels, begin by dividing their caucus and then allow the name of the movement to be used by other caucuses and as an example he cited the presentation of the resolution before the plenary session of the Assembly signed by the legislator Mireya Pazmiño to integrate the commission ad hoc.
According to Llori, little by little the beginning of the conspiracy plan and destabilization of the Assembly is being verified, but he insisted that he will not allow it to be manipulated with personal ambitions in an effort to destroy the country. and generate chaos in Parliament; “I will face it with full force, wherever it comes from,” he warned.
Before concluding his message, he denounced that at a CAL meeting, assembly members Darwin Pereira (PK), Virgilio Saquicela (BAN) and Ronny Aleaga (UNES), exceeded their duties, as he stated that they demanded that he change the order of the day, arguing that they are a political majority, and that according to them, the order of priority has not been respected for the qualification of the political trials that are in process in the Presidency of the Assembly, when it is the exclusive power of the presidency to establish the agenda for the CAL calls, he clarified.
Saquicela, who is the first vice president of the Assembly, said that if there are votes, it is from the formation of a commission ad hoc to make an analysis of compliance with the functions of the CAL, but another thing is that complaints are filed against the members and the right to defense is not observed. Personally, he said that he has fulfilled his duties and that he fears nothing in the face of the announcement of an investigation.
Supports and political positions
The uncertainty about what will happen in the next few hours inside the Assembly led some political sectors, such as the Pachakutik group led by Assemblyman Rafael Lucero and the ruling party Creating Opportunities (CREO), to close ranks in the face of the threats against Llori, and presented their support. Meanwhile, the Democratic Left called for dialogue to lower tensions and act with balance.
Lucero indicated that they present all the political support to their co-idea Llori, that they are not going to play along with those who wear the seven-color wipala and they do not understand the meaning; Well, he stated that “there are seven legislators who are setting a bad example in Pachakutik, and we are not going to allow that, if they do not feel good in the caucus they are free to make their decisions.”
He affirmed that the Ethics and Discipline Committee of the Pachakutik movement together with the National Executive Committee will resolve what will happen to the seven assembly members that remain on the other shore.
That the group of Assembly members who remain with Llori will respond to any plan that seeks to generate chaos in the Assembly. If they had the 70 votes they would have already executed the destabilization plan, he noted.
Legislators Mario Ruiz and Mireya Pazmiño, from the group of assembly members calling themselves Pachakutik rebels, clarified that from November 2021 they stepped aside from the political leadership of Rafael Lucero and Guadalupe Llori, and that their situation will be resolved in the Political Council of the movement.
Ruiz insisted that the actions of the entire CAL have to be evaluated, the one that owes nothing fears nothing. “All the Ecuadorian people know that there are drawbacks and that the representation of the National Assembly has not been fully complied with, we are ten patriotic Pachakutik assembly members,” he clarified after summoning all the assembly members who want to defend the political project that seeks to stop the Government to avoid an unprecedented economic crisis.
Pazmiño specified that they seek to evaluate the CAL, and that they will await the commission’s report. ad hoc, Well, he said “we are not satisfied with the management of Guadalupe Llori, because there has not been a good administration within the National Assembly”.
The ruling sector, represented in CREO-BAN, is prepared against any intention of destabilization, said the assemblyman, Juan Fernando Flores, and ratified his support for the president of Parliament and to the institutionality, and that is also the responsibility of the members of the CAL. That none of the CREO assembly members will play the game sought by some legislators who seek to impose their agenda.
Meanwhile, legislator Jorge Abedrabbo stated that the PSC bench will support everything that is within the law, and that the regulations that govern the Assembly state the integration of a commission ad hoc, to evaluate the CAL, and affirmed that there is indeed a discomfort with the decisions adopted by the Administrative Council of the Legislature, and that it would be good to review it.
Pabel Muñoz, from the UNES bench, clarified that the request to form a commission ad hoc to evaluate the authorities of the Assembly is not a conspiracy, since the problem is that “they are not complying with the procedures or the legal provisions.”
He stated that the Assembly must live up to the historical moment, that the ruling sector speaks of conspiracy and destabilization because they do not have the votes to approve what they want. Muñoz spoke of coincidences with other political sectors in this purpose of evaluating the members of CAL. (I)
