The Federation Council, following the State Duma, unanimously approved the ratification of the treaties of friendship, cooperation and mutual assistance between Russia and the “people’s republics” of Donbass – the DPR and the LPR.

The agreements create a legal basis for the provision of military assistance and the presence of Russian military bases on the territory of the LPR and DPR. They fix the obligations of the parties to assist each other in the event that one of them becomes the object of an attack. The agreement also provides for the joint protection of the state border of the LPR and the DPR. In addition, it is stipulated that the parties “will not participate in any blocs or alliances directed against any of them.”

It is also established that the Russian ruble will be the means of payment on the territory of the LPR and the DPR. The foundations for socio-economic cooperation between the Russian Federation and the LDNR in all areas are being created.

“The contracting parties are striving to achieve a high degree of economic integration and for this purpose will develop trade and economic cooperation, take measures to unify the energy interconnection of communications and telecommunications systems,” the document says.

Contracts are concluded for a period of 10 years with the possibility of extension for five years.

It should be noted that the agreements between the Russian Federation and the DPR were signed in Russian and Ukrainian languages, they come into force on February 22.

Presenting the documents to the senators, Deputy Foreign Minister Andrei Rudenko noted that the recognition of the LDNR was a “forced decision” for Russia.

With the words “we are talking about a humanitarian action,” Grigory Karasin, head of the Federation Council committee on international affairs, called for support for the ratification of the treaties. And the head of the Federation Council committee on defense and security, Viktor Bondarev, said that Russia “no longer intends to turn a blind eye to fratricide.”

Recognition of the independence of the LDNR is legally clean, Ukraine itself has refused a peaceful settlement of the conflict, Senator Andrei Klishas added. Member of the Federation Council Elena Afanasyeva spoke about “genocide and atrocities against the inhabitants of Donbass” and “a humanitarian catastrophe, which the West turns a blind eye to and ignores.” “It’s time to stop the madness of the violent!” Afanasyeva called.

The Federation Council also heard proposals to stop the transit of gas and oil to “enemy countries.”

“Enough oil and gas to warm enemy countries! It is necessary to terminate the contracts – let us lose something in the budget, but those who want to receive our gas will be found in another part of the world, ”said Senator Svetlana Goryacheva.

“Ukraine must be saved in the same way as the Donbass – the Ukrainian authorities are no longer just crazy, but dangerous,” Senator Olga Kovitidi said in turn, referring to Kiev’s intention to return the status of a country with nuclear weapons.
