US President Joe Biden plans to sign an executive order restricting US citizens from any financial and trade transactions in two “pro-Moscow territories” that Russian President Vladimir Putin has decided to recognize as independent. It is reported by CNN.
We are talking about the DPR and LPR, the decree recognizing the independence of which Putin signed on February 21. White House Press Secretary Jane Psaki said in a statement that the United States expected such a move from Russia, so the reaction will be immediate.
The new decree provides for the possibility of imposing fines against American citizens who conduct investment, financial and trade operations in these regions, as well as against any persons operating in the LPR or DPR.
The White House clarified that the new sanctions against the Russian Federation are not related to the package of measures prepared by the United States and allies in the event of a Russian invasion of Ukraine.
Earlier, Russia’s recognition of the independence of the LPR and the DPR was condemned by the European Commission represented by its head Ursula von der Leyen and NATO Secretary General Jens Stoltenberg. According to Stoltenberg, this decision “undermines efforts to resolve the conflict and violates the Minsk agreements.” The NATO Secretary General stressed that the alliance supports the sovereignty and territorial integrity of Ukraine and calls on Moscow to “stop fueling the conflict and choose diplomacy.”
