Russian politician, economist and former State Duma deputy Grigory Yavlinsky proposed an updated plan for a peaceful settlement of the conflict in Donbass, prefaced by the words that “war intimidation” demonstrates the Kremlin’s indifference to the fate of the inhabitants of the region. In the preamble, he expressed the opinion that Moscow’s goal is not to protect people, but “to bring Kiev to its knees, subordinating it on key issues to the Russian-controlled Donbass.”
Yavlinsky recalled that a similar plan had already been drawn up in 2017, which could serve as the basis for discussing the return of peace to Donbass. According to him, the Kremlin is already familiar with this list of actions. With some modifications, he again offers it to Moscow.
In particular, Yavlinsky advises offering the countries of the Normandy Four and the United States international guardianship over the LPR and DPR, as well as concluding a multilateral (with the participation of Ukraine, Russia, Germany, France, the EU and the USA) agreement on the temporary status of Donetsk and Luhansk regions under the auspices of the Security Council The UN, having transferred all power powers in these territories to international governing bodies, recommends introducing a “special economic zone” regime and creating special economic assistance funds to restore the economy and social sphere of the regions.
In addition, the plan provides for the support of peacekeepers in terms of ensuring the security of the population of Donbass, the exchange of prisoners, amnesty and demilitarization of the entire region and adjacent territories, the withdrawal of Russian “vacationers and militias” from the DPR and the cessation of any support for separatist forces.
The last paragraphs of the plan call for an end to the incitement of hatred towards Ukraine and war propaganda in the Russian state media, the rejection of the policy of “limited sovereignty” and the obstruction of Ukraine’s “European choice”. In conclusion, Yavlinsky calls on all parties to the agreement to recognize that all conditions for the safety of the population have been met, and to transfer Donbass under the full control of Ukraine.
Earlier, President of Ukraine Volodymyr Zelensky said that Russia was “raising the stakes” by raising the issue of recognizing the self-proclaimed republics of the DPR and LPR. According to him, the recognition of Donbass can be assessed as a unilateral withdrawal from the Minsk agreements.
Two days earlier, the State Duma of the Russian Federation, the State Duma, supported a resolution according to which the draft appeal proposed by the Communist Party faction on the need to recognize the DPR and LPR will be sent directly to Russian President Vladimir Putin. Commenting on the initiative of the deputies, the President of the Russian Federation said that he considers it necessary to resolve the conflict in the East of Ukraine, “primarily, based on the opportunities for the implementation of the Minsk agreements that have not been fully realized.”
