The State Duma adopted in the third reading a law toughening punishment for crimes against the sexual inviolability of children, a Rosbalt correspondent reports.
The new norms establish circumstances aggravating punishment in the event of a crime being committed by a person who lives together with a child or is responsible for his maintenance and upbringing, as well as employees of children’s institutions. It also suspends the statute of limitations for crimes against the sexual integrity of children until the victim reaches the age of majority.
The adopted law also excludes the possibility of probation and deferment of serving a sentence for persons convicted of committing a crime against a minor under 14 years of age, under Art. 242 of the Criminal Code of the Russian Federation (“Illegal production and circulation of pornographic materials or objects”).
Increased criminal liability is introduced for forcing a minor to sexual acts in the form of imprisonment for up to six years with or without deprivation of the right to hold certain positions or engage in certain activities for up to ten years.
It also provides for criminal liability for not promised in advance harboring serious crimes committed against minors under 14 years of age. The penalty is a fine of up to 100,000 rubles or imprisonment for up to one year. In the case of especially serious crimes, the fine will increase to 200 thousand rubles, and the term of imprisonment will be up to two years.
A person is not subject to criminal liability for an unpromised concealment of a crime committed by his spouse or close relative, the law says.
The struggle of the State Duma deputies with pedophiles will not end there. They also promise to introduce lifelong administrative supervision against all persons who have committed crimes against children. There are also proposals for a mandatory medical and psychiatric examination, the use of location fixing devices and the introduction of a direct injunction on being in places of interaction with children.
