The State Duma adopted in the third reading a law on conducting the first experiment in Russia to reduce greenhouse gas emissions, a Rosbalt correspondent reports.

The experiment will be carried out on Sakhalin, and other Russian regions will be able to join later. During the experiment, it is planned to test the methods and tools of carbon regulation, mechanisms for creating conditions for the introduction of technologies for reducing emissions and increasing absorption of greenhouse gases, as well as to work out the methodology for the formation of a system for verifying, accounting for emissions and removals of greenhouse gases and lay the prerequisites for international recognition of domestic approaches.

The goal of the experiment is to achieve carbon neutrality in the Sakhalin Region by December 31, 2025. To do this, they will conduct an inventory of emissions and absorptions of greenhouse gases, introduce quotas for greenhouse gas emissions, and also introduce a wider (compared to the federal level) mandatory carbon reporting.

The experiment will begin on September 1, 2022.
