The State Duma adopted in the first reading a bill toughening punishment for torture, a Rosbalt correspondent reports.
Changes to Art. 286 of the Criminal Code of the Russian Federation (“Abuse of official powers”), it is proposed to provide for increased liability for the commission of “by an official of actions that clearly go beyond his powers and entail a significant violation of the rights and legitimate interests of citizens or organizations or legally protected interests of society or the state, committed with the use of torture “. As a punishment for these acts, it is proposed to provide for imprisonment for a term of 4 to 12 years.
It is also proposed to supplement this article with a note containing a detailed definition of the concept of “torture”. In turn, it is proposed to make a corresponding change to Art. 117 (Torture) of the Criminal Code, excluding such a note.
In addition, the bill amends Art. 302 of the Criminal Code (“Coercion to testify”), extending its action to a new subject of the crime – a law enforcement officer. And also to provide in part three increased responsibility for the commission of the acts in question with the use of torture. As a punishment for these acts, it is also proposed to provide for imprisonment for up to 12 years.
