The address of the deputies of the lower house of the Federal Assembly regarding the recognition of the LPR and the DPR, handed over to the President of the Russian Federation, was taken into account. As the presidential speaker pointed out, the recognition of the LDNR “does not correlate” with the Minsk agreements.
To a clarifying question about whether there really would be no recognition, “while the Kremlin reaffirms its commitment to Minsk-2,” Peskov replied: “The president said that the main task is to implement the Minsk package of measures.”
The Kremlin spokesman also stressed that the issuance of Russian passports to those living in the self-proclaimed Donetsk and Lugansk People’s Republics is in line with Minsk-2. Peskov called the claims of the Ukrainian authorities in this regard untenable.

On February 15, the State Duma approved a draft appeal to the President of the Russian Federation on the recognition of the LDNR as independent states. At the same time, the State Duma emphasized that the resolution does not mean automatic recognition of the LPR and DPR. “Recognition or non-recognition is carried out by the president, this is his competence,” explained Leonid Kalashnikov, head of the CIS Affairs Committee.
After that, Putin said that the vast majority of Russians sympathize with the residents of Donbass.
