The United States, NATO and Ukraine do not threaten Russia, US President Joe Biden said in his televised address on the situation in Ukraine. His speech was broadcast by the White House.

“I appeal to the citizens of Russia – you are not our enemies. And I don’t believe that anyone wants a bloody and destructive war against Ukraine,” the American president stressed, adding that the US and NATO “have no missiles in Ukraine and no plans to place them there.” He also noted that the US “does not seek to destabilize Russia.”

At the same time, Biden added that the threat of “Russia’s invasion of Ukraine” currently remains, but “there are chances to resolve the situation through diplomacy.” He explained that the United States is proposing new arms control measures to Russia and is “ready to commit to written security agreements with Russia, if they are reached.” In the event of an invasion, the United States and allies will impose sanctions against the Russian Federation, the American president recalled.

Biden also welcomed the statement of the Russian Ministry of Defense on the withdrawal of part of the troops from the borders with Ukraine, however, in his opinion, the States “have yet to check whether Russia really returns the military to their places of permanent deployment.” “That would be nice, but we haven’t made sure yet,” he said.
