The ruling for the increase in fares was ruled on February 9, 2022 by the judges of second instance of the Criminal Chamber of the Imbabura Provincial Court of Justice, nullifying the precautionary measures requested by Andrea Scacco, mayor of Ibarra.

Edwin Erazo, municipal trustee attorney, indicated that the decision to raise the cost of the ticket taken by the manager of Movildenor was not proposed to the general assembly of the Commonwealth of the North, made up of fifteen mayors, as indicated by the rule and article 16 of this corporation.

Andrea Scacco, mayor of Ibarra, presented an action for precautionary measures on Friday, February 11, 2022 and this Tuesday a protection action that stops the resolution until it has the approval of the general assembly of the Commonwealth of the North.

Erazo clarified that the last sentence of the Imbabura Criminal Court did not indicate that it was of immediate execution, for which they have asked the Imbabura Criminal Court for clarification and extension, defending the interests of the citizenry.

Thus the situation, there is no res judicata nor is there an enforceable resolution because the sentence is still in litigation, said the official, who added that the actions have no political interest but rather demand compliance with the law.
