The State Duma Committee on State Construction recommended the adoption in the first reading of a bill on fines for publicly identifying the actions of Nazi Germany and the USSR in World War II, a Rosbalt correspondent reports.

The bill proposes to supplement the Code of Administrative Offenses with a new article 13.47 “Violation of the prohibition established by federal law of publicly identifying the goals, decisions and actions of the leadership of the USSR, the command and military personnel of the USSR with the goals, decisions and actions of the leadership of Nazi Germany, the command and military personnel of Nazi Germany and European Axis countries during World War II war, as well as the denial of the decisive role of the Soviet people in the defeat of Nazi Germany and the humanitarian mission of the USSR in the liberation of European countries.

If the law is adopted, the fine for this offense for citizens will be from 1,000 to 2,000 rubles, for officials – from 1,000 to 4,000, and for legal entities – from 10,000 to 50,000 rubles. Arrest for up to 15 days is also possible.

In case of relapse, the fine will increase to 5,20,000 and 100,000 rubles, respectively. An administrative suspension of activities for up to 90 days is also possible.

The protocols will be drawn up by police officers, employees of Roskomnadzor and prosecutors.

The bill is aimed at preventing insults to the memory of the defenders of the Fatherland and at providing legal protection for the historical truth about the Great Patriotic War of 1941-1945, the explanatory note to the draft says.
