On February 11, First Deputy Prime Minister of the Russian Federation Andrey Belousov held a meeting with ministers and business representatives, during which a draft plan for the implementation of the Russian Low-Carbon Development Strategy until 2050 prepared by the Ministry of Economic Development (MED) was discussed.
It is assumed that the operating plan will be approved by March 1 this year, and the federal authorities, together with large business, have two weeks to finalize it, RBC reports.
For his part, Belousov, talking about how Russia “fits into transboundary carbon regulation,” announced a “fundamental fork”: in the future, go either through the introduction of the turnover of emission quotas or through the tax regulation of greenhouse emissions. The government comes to the conclusion that sooner or later it will be necessary to discuss the introduction of carbon pricing, but if the increase in costs in foreign markets is inevitable, then the task is to choose a model with the least burden on the economy and stimulating the modernization and development of “green” technologies.
We also recall that earlier the Ministry of Economic Development prepared a draft plan for the implementation of the Strategy for the socio-economic development of Russia with low greenhouse gas emissions until 2050 (the strategy was adopted at the end of October 2021). The document included tax and other measures to stimulate the “green” transition.
