State Duma deputy from the Communist Party Denis Parfyonov proposed to submit to a national referendum the question of the use of electronic voting in elections. As the correspondent of Rosbalt reports, the deputy issued the corresponding proposal in the form of one of his amendments to the draft law on electronic remote voting currently under consideration by the State Duma.
At the same time, Parfyonov proposes to hold the referendum in the “classic form” – with paper ballots. “The significant impact on the system of organization and conduct of elections, which the introduction of the DEG has, requires the identification of citizens’ opinions on the advisability of such changes. The decision to further introduce DEG into the electoral process can be made at a popular vote, which should be held without the use of DEG technology, ”the amendment justifies.
Other amendments of the communist are proposed to provide access to the DEG system for all participants in the electoral process and members of election commissions, as well as the media. “At the same time, any outsiders who are not related to the elections should be removed from working with the system,” Parfyonov said.
In addition, he insists on the publicity of the current version of the DEG system and the algorithm of its operation, as well as on “fixing the use of blockchain technology and storing encrypted data in a chain of blocks of information in a massively distributed database in such a way that covert changes to them without the consent of the users became impossible.”
Recall that the bill on the use of electronic voting in elections was previously adopted by the State Duma in the first reading.
