The National Assembly, this February 10, took possession of the three new judges of the Constitutional Court (CC) appointed after a contest carried out by the qualifying commission within the process of partial renewal of the highest body of constitutional control.
The appointed judges are Richard Ortiz Ortiz, Jhoel Escudero Soliz and Alejandra Cárdenas Reyes, as principals, and Ana Donoso Bustamante and Luis Sarango Macas were also appointed to the bank of eligible.

They replace Hernán Salgado, Luis Ávila and Agustín Grijalva.
A plenary meeting of the Court is scheduled for 3:30 p.m., the agenda of which includes the appointment of a provisional director of the session, as well as the presentation of a management report by the outgoing president of the Court, Hernán Salgado.
The fourth item on the agenda included the designation of the new president and vice president of the Constitutional Court for the period 2022-2025 and then the drawing of cases for the incoming judges.
In an interview with this newspaper, Salgado said a few days ago that the organization’s work “has been arduous, complex. But we have the satisfaction of having dispatched a lot, something that did not happen with the judges of the previous Court, who left us a heavy legacy of cases without dispatching. The admitted cases, that is where the whole procedure begins and we have 12,899 orders issued so far, from 2019 to January 2022. The plenary session has made 2,874 decisions, including orders of withdrawal, clarification, revocation, nullity, definitive. It is a number that satisfies us”.
He justified that the processing of some processes has taken years “because the previous Court did not dispatch. There were cases from before the Constitution of 2008, 2006 and 2007. Now priority also plays. To be fair, the best is the priority, it has been dispatched from 2016, 2017 and we were reaching 2018 as far as the substantiation of a case is concerned. We have been dispatching chronologically. I am sure that for the future, after these years of intense work, there will not be so many claims that ‘my case takes so long’”. (I)
