The Accounts Chamber appealed to the General Prosecutor’s Office of the Russian Federation in connection with signs of violation of the Land Code during the seizure of land for the construction of the M-12 Moscow-Kazan highway, RBC reports citing the department’s report.
Violations were identified during an audit of the cost of designing and building roads included in the Europe-Western China (EZK) transport corridor, including the M-12 highway.
The joint venture applied to the prosecutor’s office on the fact of the seizure of a plot of 0.9 hectares in the Vladimir region. According to the results of the audit, the state company Avtodor, which designs and builds the M-12, paid the owner of the site 6.4 million rubles from budget subsidies, including 3.7 million rubles. for a residential building not registered with Rosreestr. At the same time, as the auditors of the Accounts Chamber established, the site belonged to lands for agricultural production, on which housing is prohibited. Thus, the payment of compensation for it is contrary to the Land Code and “indicates the presence of signs of damage to the federal budget.”
In addition, the joint venture drew attention to delays in the approval of design and estimate documentation for the construction of M-12, despite the fact that money was allocated for construction. When concluding contracts with Avtodor for design and construction in the amount of 572.8 billion rubles, the price of the contracts was determined by calculation, in the absence of a technological and price audit of the investment justification.
The auditors also identified delays in reserving land for M-12, which may lead to additional costs in the amount of 446.5 million rubles. Facts of payment for engineering work of inadequate quality were discovered, which Avtodor accepted from its subsidiary.
In addition, an insufficient number of interchanges was noted on parts of the M-12 stages. In some places, motorists will not be able to turn onto regional roads or turn around for 82-124 km.
The Accounts Chamber sent a submission to Avtodor to eliminate violations and shortcomings by June 6, as well as to consider amending the design documentation for the construction of the M-12 and include additional transport interchanges and roadside service areas in it.
