A team of lawyers of the national Emergency Operations Committee (COE) analyzes the judicial ruling that left without effect a resolution of that body and that would allow a capacity of fans for the Blue Explosion of Emelec.
According John Zapata, president of the bodyno precautionary measure can nullify powers of institutions that are framed in the law of eradication and prevention of violence in stadiums, such as the Police or the Risk Management Service.
“It seems very strange to us that a measure be given when the administrative act has not even been generated, that is, the administration (of the Police) has not made the decision. What the COE always does is coordinate, and the one who generates the administrative act is the one who has the competence to do it”, he said.

For Zapata, it would be unfortunate and a bad message that any person or institution —in times of pandemic— can do what they “want” and that the judicial sector allows it.
He did not rule out going even to the judiciary Council.
On your part, the Minister of Health, Ximena Garzón, indicated that there is an increased probability of contagion when there are massive events in which the capacity is not respected.
That, he added, happened after a soccer game in which the capacity was not respected, since there is evidence that cases of COVID-19 appeared early in Guayaquil and there was a stronger outbreak than in other localities.
