Payments to CNEL in excess of 76 dollars will be collected at the windows of financial entities, following a resolution by the Board

The National Electricity Corporation (CNEL EP) announced, through a statement, that the Monetary Policy and Regulation Board at the end of January issued a new resolution in which it temporarily modified the provision that only payments greater than 76 dollars are can be made through virtual channels or company windows.

In resolution 2022-004-M, CNEL EP indicated that they will resume the collection of electric service payments for amounts equal to or greater than $76 in any service channels of authorized payment points: Banco Pichincha, Pacífico, Bolivariano, Produbanco , Banco del Barrio, Mi Vecino, Servipagos, Agile Payment, TIA Warehouses, Western Union, Red Facilito, Banred, cooperatives, among others.

Payment of public services greater than 76 dollars can only be made through digital channels in financial entities

This measure will be in force until June 30, when payments will be resumed through virtual channels. As of January 1, 2022, resolution 672-2021-F was in force, which established virtual channels as a payment method (greater than $76) for public services in financial entities.

So far, other public entities have not indicated whether users will be able to pay again for their services at the windows of banking institutions that exceed the established amount.

What does resolution 2022-004-M say?

On January 28, the Monetary Policy and Regulation Board issued a resolution on deposit regulations in the public sector, which contains 42 articles and eight provisions (between transitory, general, unique and derogatory).

Articles 16 and 36 provide that payments for public services of drinking water, electricity, sewage, public telephony and garbage collection provided by decentralized autonomous governments or public companies in excess of 76 dollars are made exclusively by account debit, transfer , credit card or other electronic means authorized by the Central Bank.

“Regardless of the amounts indicated in this article, the payments of these aforementioned public services may be made at the windows of the respective public entities,” it was noted.

In the transitory provision one establishes that the correspondent entities of the Central Bank. Until June 30, they must implement the necessary mechanisms for the collection of payments for public services.
