RBC: The government supported the concept of the Ministry of Finance on the regulation and control of cryptocurrencies

The government approved the concept of the Ministry of Finance regarding the regulation of cryptocurrencies. This was reported by RBC with reference to the minutes of the meeting with the Deputy Prime Minister and Chief of Staff Dmitry Grigorenko.

Finance Minister Anton Siluanov was also instructed, together with the Bank of Russia, to submit a relevant draft federal law to the government. This must be done by February 18, 2022.

In its concept, the Ministry of Finance proposes to carry out all transactions with cryptocurrencies through Russian banks, to identify the holders of crypto wallets and to divide customers into qualified and unqualified investors.

The Ministry of Finance believes that conducting transactions through banks will ensure proper control over such transactions and the identification of all participants.

Prior to this, the Bank of Russia proposed to ban the issue, exchange and circulation of cryptocurrencies in the country, although there was no ban on the possession of cryptocurrencies. The regulator explained that they see a threat to financial stability and the ruble in the use of cryptocurrencies.
