The Minsk agreements remain a tool for resolving the situation in the Donbas, but they will only be effective if Russia starts to implement them, US Secretary of State Anthony Blinken said at a briefing for journalists.
According to him, the US and Ukraine agree that the Minsk agreements are a way to resolve the conflict in Donbass and restore Ukrainian sovereignty. Blinken stressed that Ukraine is “constantly moving forward in the implementation of the agreements.” “It will be fair to say that Ukraine has fulfilled almost all of them, while Russia has not fulfilled any of its obligations,” the US Secretary of State emphasized.
“The overall picture since 2014 shows that Ukraine is fulfilling its obligations, but Russia is not,” he added, noting that if the Russian authorities comply with the terms of the agreements, then “they will find a strong partner in Ukraine,” while France and Germany “will assist in these efforts within the framework of the Normandy format.” Blinken also expressed hope that Russia would “demonstrate a serious attitude” at a new meeting on “Minsk” to be held “in the coming weeks.”
