The E 35 road that connects Imbabura with Carchi, through the Panamericana Norte, has been blocked since 07:00, this Monday, February 7, at the entrance to Mascarilla, in Carchi. Inhabitants of Carpuela and Valle del Chota (Imbabura) and Tumbatú, Mascarilla (Carchi) demand the fulfillment of agreements and works offered.
The inhabitants of Carpuela also closed the road, according to a police report, demanding the execution of pending works committed by the Municipality of Mira, Municipality of Ibarra and the Prefectures of Carchi and Imbabura.

On November 30, community members from Mascarilla blocked the two roads that connect the two northern provinces. After a day and a half of protest, the mayor of Mira, Johnny Garrido, compromised some unfinished works, and the measure was withdrawn.
Betty Acosta, leader of Mascarilla, on that occasion requested the presence of the mayor of Mireño and the prefect of Carchi, Guillermo Herrera. After four hours of dialogue and agreements, the artery was opened to vehicular traffic.
The residents of these areas request the presence of machinery for the rehabilitation of roads and intervention of lands that have been affected in the Afro-Ecuadorian populations of these bordering territories between Carchi and Imbabura.
Long lines of vehicles are stuck on both sides of the gridlock. The drivers wait for the leaders to allow the vehicles to pass.
Dozens of passengers immobilized on the site who were traveling from Ibarra to Tulcán and vice versa in different interprovincial transport operators ask the authorities to enable this artery through which some 18,000 vehicles circulate daily.
One of the leaders who requested that his name not be used to avoid possible retaliation from the authorities said that they will remain in place until the machines arrive to carry out the work.
“If we allow the passage, traffic begins to normalize and our protest does not obtain results, being mocked again by the authorities,” added the protester, who insisted that they will withdraw when the Imbabura and Carchi machines arrive.

The protest also disables the alternative route Bolívar-El Ángel-Mira-Mascarilla, which on other occasions has allowed it to replace the E 35. The uniformed police estimate that more than 70 people are leading the blockade.
Vehicles and vegetation are crossed on the road that does not allow transit through that place. Camilo Ponce, responsible for Communication of the Prefecture of Imbabura, pointed out that in the next few hours there will be an official pronouncement; while in the other local governments they have avoided speaking out.
