Kommersant: Secret developments for the Russian Aerospace Forces created “dead souls”

The Chief Military Prosecutor’s Office received materials from the case of fraud on an especially large scale, carried out at the Central Research Institute of the Aerospace Forces of the Russian Federation. The amount of theft associated with secret developments amounted to 300 million rubles, according to Kommersant.

According to investigators, the author of the scam was the former head of the Central Research Institute of the Aerospace Forces (VKS) in Tver, retired Major General Sergei Yagolnikov, who is also the founder and shadow owner of JSC Aerospace Defense Radio Engineering and Information Systems (RTIS).

From 2013 to 2019, RTIS received orders for the development of secret aerospace defense systems: the Sirens for tracking enemy cruise missiles, and the Akatsiya for commanding troops during a retaliatory strike. In reality, these works were carried out by “dead souls” – employees of the Central Research Institute.

The fictitiously employed citizens themselves explained that they were familiar with the leaders of the RTiS and, at their request, issued bank cards in their name, which they immediately gave to customers. In reality, the company of Sergei Yagolnikov did not have the opportunity to fulfill such orders.

Sergei Yagolnikov’s lawyer assures that his client acted in the interests of former subordinates, and not for selfish reasons. According to him, not “dead souls”, but retired employees of the Central Research Institute were engaged in the execution of orders.
