Alexandra Vela: The salaries of the National Police are not raised or lowered; increase years of service in grades

The Government Minister, Alexandra Vela, clarified that the resolutions issued by the Ministry of Labor on the Salary Scale and the Unified Compensation of the National Police, on January 26, do not increase or decrease the salaries of the National Police, but they do increase the years of service in each grade.

Vela pointed out that it is about homologation of the salaries and compensations to the police with respect to the military, arranged by the Organic Code of Citizen Security and Public Order Entities (Coescop)approved in 2017.

The minister explained that the years of service in the rank of officers were increased up to 47 years (from second lieutenants to generals) and non-commissioned officers up to the rank of line police (troop) in 39 years. Before this reform, the length of service was 36 years for both troops and officers.

Thus, for example, a district general or a colonel must spend five years in that grade and then aspire to promotion to the immediate superior; before he only had to stay two years. “What the current resolution of the Ministry of Labor does is introduce the value of the remuneration in those additional (years),” said Vela.

Police officers have salaries ranging from $933 to $5,560 and accumulated annual compensation of up to $45,090, depending on the grade.

The minister pointed out that there was a lack of communication within the Police on this issue and acknowledged that there are proposals from some sectors to reduce the time of service of the policebut that this is a discussion that has not yet reached the ministry and, if it does, it will be addressed.

Vela concluded that it is a law approved in the period of Rafael Correa and that now it must be executed, and now, the race will last the same time for both the National Police and the Armed Forces (FF.AA.).

The policemen have until the fourth year, the second corporals until the fifth, the first corporals until the seventh, the second sergeants until the seventh and the first sergeants as well.
