The text of the responses of the United States and NATO on the security guarantees proposed by Russia was leaked to the Network. The material was published by the Spanish newspaper El País.
The alliance’s responses ran to four pages, while Washington’s response ran to five.
NATO has stated that it does not want a confrontation with Russia, but will not compromise on issues of principle for itself. The alliance has offered to restore relations and reopen embassies closed last year, but has threatened to deploy more troops to Eastern Europe in the event of “Russian aggression against Ukraine.”
The United States, according to the published documents, agreed to discuss mutual obligations with Russia to limit the deployment of offensive missile systems and forces in Ukraine, to start a dialogue on arms control in the field of medium and shorter range missiles. Washington is also ready to discuss confidence-building measures with Russia during exercises in Europe, refrain from deploying nuclear weapons in Eastern Europe, start a dialogue on arms control in exchange for the withdrawal of troops and peacekeepers from Crimea, Transnistria, South Ossetia and Abkhazia, continue work in within the NATO-Russia Council, continue discussing security issues and their interpretation by Russia, give Russian inspections access to missile defense facilities in Romania in exchange for inspection of Russian facilities, include new types of nuclear systems in future arms control agreements, consider additional measures to preventing incidents with Russia at sea and in the air, RBC quotes.
The United States specifically stressed in the text that “Russia has violated the trust underlying cooperation between the two countries,” and warned that further aggression against Ukraine would lead to similar steps from the United States and its allies.
Recall that at the end of 2021, Russia presented its vision of security in Europe to the United States and expected written answers from the American side to its proposals. On January 26, US Ambassador to Moscow John Sullivan relayed Washington’s response to the Russian proposals. Details were not disclosed.
