State Duma Chairman Vyacheslav Volodin recalled eight new laws that will come into force on February 1 this year in Russia.
So, from next month, non-working pensioners will begin to receive an increased insurance pension – it will be indexed above the inflation rate – by 8.6%. “In addition, they are entitled to an additional payment for January in the form of the difference between the indexation that occurred at the beginning of the year (by 5.9%) and 8.6%, because the law is retroactive,” the speaker of the lower house of parliament said in his Telegram -channel.
From February 1, maternity capital will be indexed not according to the forecast, but according to the actual inflation – by 8.4%. Its amount for the first child will be 524.5 thousand rubles, for the second – up to 693.1 thousand rubles. This is a popular measure of state support, since the introduction of which, on January 1, 2007, 11.6 million certificates have been issued. This year, more than 1 million families with children will be able to use materiel.
Also from February, a law will come into force that protects the minimum income of debtors from recovery. “There is an opportunity to submit an application with the details of a bank account on which they want to save the amount in the amount of the subsistence minimum for their needs. The law is aimed at protecting citizens who find themselves in a difficult life situation. Whatever happens, people should not be left without a livelihood,” Volodin is convinced.

The authorities will oblige to transfer to Rosreestr information about the recognition of the house as emergency, subject to demolition or reconstruction. Penalties for not having emission control systems. From February 1, fines are introduced for the absence or outdated installation of automatic control systems for pollution sources. For officials, they will amount to 40 thousand rubles, for legal entities – up to 200 thousand rubles. There is also a fine if the control systems are installed in violation of the requirements or incorrectly transfer data to the state register.
Mutual investment funds. Starting next month, the procedure for administrations and the rules for paying income on units of mutual funds will change. They will be able to be established by a regulation of the Bank of Russia. In addition, the management company of the fund, when redeeming shares of the exchange-traded mutual fund, will have to ensure the transfer of the allocated property no later than one business day from the date of redemption of the investment shares of the fund.
Life imprisonment for pedophiles. For sexual abuse of children, life imprisonment will be threatened – if the crime is completely repeated, or against two or more minors, and also if it is associated with another serious or especially serious crime.
Penalties for unlabeled tobacco and alcohol. For legal entities, the amount of the fine will increase to 500 thousand rubles. In addition, the transportation of tobacco and alcohol products with such violations falls under administrative responsibility.
