The International Civil Aviation Organization (ICAO) has prepared a report on the case of a forced landing in May 2021 at the Minsk airport of a Ryanair aircraft with journalist Roman Protasevich on board. ICAO sent the document to the countries included in the organization.

The report is available to 193 members, including 36 countries that are currently members of the ICAO Council.

ICAO experts in the field of aviation security, aircraft operation, air navigation and international air law participated in the preparation of the report.

According to DW, a discussion of measures based on the report will take place on January 31. It is planned to talk about the steps to be taken in connection with the findings of the report. The request of Belarus, which considers illegal the sanctions imposed on it after the incident, will also be considered.

On May 23, a Ryanair Boeing 737 flying from Athens to Vilnius made an emergency landing in Minsk after a bomb report turned out to be false. Two passengers were detained at the airport – oppositionist Roman Protasevich and his girlfriend, Russian Sofya Sapega. After the incident, the European Union imposed sanctions on Belarusian state-owned airlines, and the EU Council called on European air carriers to avoid flights over the territory of Belarus.
