In 2022, the authorities of the Municipality of Quito plan to approve 57 settlements and deliver 1,600 property titles
Several settlements or neighborhoods of the Metropolitan District of Quito (DMQ) are not part of the municipal registry. this recognition, granted by ordinance, Apart from contributing to the order of the city, it brings benefits of access to basic works such as sewage, drinking water, electricity, among others.
Settlements will get a approved plan by the municipal entities, then they must continue with the process of entering deeds and the owners will obtain title deeds of their estates.
Roger Echeverria, executive director of the Special Unit Regulates your Neighborhood indicated that they have offices in all the zonal administrations, with the purpose that the inhabitants of different places have a direct and fast access.
The four main requirements that must be fulfilled for the settlement to enter the regulation process are the following:
- People must live in these settlements for a minimum of five years.
- They must justify the possession of the land, through the deeds in rights and actions.
- The settlement must have a minimum consolidation of 35%. In other words, in the entire neighborhood there must be that percentage of buildings.
- Must have a minimum of 11 lots.
Once the (voluntary) petition has been submitted, these documents go through a process of review and verification. Here they enter the scene different municipal entities such as the Ministry of Territory, Habitat and Housing, Property Registry and Security Ministry.
In addition, there are certain settlements that are not suitable for regularization. The reasons range from legal to location.
They will not be able to regulate the settlement built in risk areas (risk slopes, fillings, broken), nor those that are in declared ecological protection zones, or located in a slope greater than 45 degrees.
Echeverría pointed out that the time this process takes depends on the agility with which the inhabitants deliver the required information. Once they have been approved by this special unit, they pass to the knowledge of the respective commission and finally, they are debated and approved by the Metropolitan Council.
For this 2022 provide for the regularization of 57 settlements or neighborhoods, once all the documents are verified and fulfilled.
In addition, of the neighborhoods already regularized, they reported that this year they plan to deliver 1,600 property titles. (I)
