The document assumes (and this is the first time) that among individuals, Russian President Vladimir Putin and Prime Minister Mikhail Mishustin may be subject to restrictions. Also under the sanctions will fall Foreign Minister Sergei Lavrov and Defense Minister Sergei Shoigu. In total, the list includes 12 top Russian officials and several dozen military personnel.

The project also provides for a ban on operations with primary and secondary government debt in Russia. As stated in the draft package of sanctions, in order to launch them, the US President must make sure that the Russian government (including acting through intermediaries) “is involved in or knowingly supports a significant escalation of hostile activity against Ukraine” compared to the period until December 2021, and such an escalation should be aimed at overthrowing the Ukrainian government, seizing Ukrainian territory, or interfering in the country’s sovereign affairs.
The bill also provides for emergency assistance to Ukraine in the amount of $ 500 million in the event of a “Russian invasion.”
