Assembly members raise more time to report on the project that reforms the Amazon law

Legislators representing the Amazon region and those who make up the Biodiversity Commission of the National Assembly request more deadline for the presentation of the report for the first debate of the project that reforms 94% of the Law for the Comprehensive Planning of the Amazon Special Territorial Circumscription , in which it is even suggested to determine the law as a special regime.

The reform proposals on this law are the initiative of legislators Guadalupe Llori (Pachakutik) and Elías Jachero (BAN), although there are also other reforms that the Legislative Administration Council (CAL) has not yet qualified.

Law approved in favor of the Amazon

Salvador Quishpe, of the Pachakutik movement, called on legislators to reflect on the intention of determining that the law be considered a special regime, as this could lead to the Executive directly appointing the authorities of the Amazon, as is the case in Galapagos , which is considered a special regime.

Elías Jachero (BAN) suggested that the commission take enough time to prepare the first debate report and that it go beyond January 16, which is the maximum deadline date granted for the presentation of the report; and, therefore, ask the presidency of the legislature for more time, since on January 15 the commission will have to present a report on monitoring and evaluation of Amazonian law.

Comps Córdova (UNES) supported legislator Jachero’s proposal to request more time for the preparation of the report, for the full information, and proposed at least two more months. He said that the Amazonian law must be grounded in the constitutional framework, where the distribution of the necessary funds from the oil, mining and electricity companies is guaranteed. That it is important to consider the payment of a tax by the oil companies for road maintenance in the region. In addition, the resources to sustain the Amazonian universities must be guaranteed.

Mariuxi Sánchez (UNES) also spoke out for the request to extend the deadline to present the report for the first debate on the law, and called on Amazonian legislators to open a broad debate to ensure resources for education and viability. , and requested the inclusion of the reforms proposed in a project of his initiative.

Consuelo Vega (Pachakutik) proposed that the CAL be asked to qualify the reform project proposed by legislator Mariuxi Sánchez, and proposed that an audit task be initiated on the common fund for the Amazonian special territorial district.

Isabel Enríquez, from the Alianza por la Dignidad de Zamora Chinchipe movement, also spoke out for the inspection of the Amazon common fund and also that the deadline to present the project report for the plenary session be extended.

Efrén Calapucha, from the Pachakutik movement, commented that trying to reform 94% of the current Comprehensive Planning Law of the Amazon Special Territorial Circumscription means that those regulations in force do not work, so it should be better to repeal that law and work on the Code Organic of the Amazon Circumscription.

The current Amazonian law has 69 articles, and it is proposed to reform 59 articles and 6 general, transitory and reform provisions, that is, 94% of the current regulations. The deadline to present the report expires on January 16.

In the analysis of the reform, 97 actors participated in field visits and at the legislative table, who have put forward some 180 reform proposals.

The commission is working on two fronts: one on 50 articles that do not have major controversies within the commission for approval and the other group on the 15 articles that are considered controversial and need further debate. (I)
