Three people receive precautionary measures in the event of alleged embezzlement in the award of a contract at the General Hospital of the IESS in Ambato

They investigate irregularities in the supply contract in a sanitary emergency.

Three people are being investigated for their alleged participation in the crime of embezzlement committed in the award of a contract for the General Hospital of the Ecuadorian Social Security Institute (IESS) in Ambato.

Given this, the State Attorney General’s Office explained that a criminal proceeding against Luis Orlando S., Liborio Hernán P. and Carlos Roberto G. is still open for this crime.

It was reported that the investigations of the Prosecutor’s Office began after learning, through public complaints, about alleged irregularities in the signing of contracts for the acquisition of medical supplies during the health emergency due to the COVID-19 pandemic in said health home.

According to the Prosecutor’s Office, based on the investigative proceedings, it was determined that Liborio Hernán P. (administrative director) and Luis Orlando S. (responsible for the maintenance area), in their capacity as public officials, had favored a third party, Carlos Roberto G. ., with the award of a contract through a company.

In a hearing related to the case, the elements of conviction obtained during the previous investigation were presented, which were accepted by the judge to order precautionary measures.

After hearing the argument of the prosecutor in the case, Claudia Romero, from the Transparency and Fight Against Corruption Unit, the judge decided that the three investigated are prohibited from leaving the country and that they come to appear twice a week before the authorities.

The crime of embezzlement, according to article 278 of the Comprehensive Organic Penal Code (COIP), can be punished with a custodial sentence of 10 to 13 years. (I)
