Property payment started on January 1 in several municipalities of Ecuador; on Monday 3 others are added

Quito, Guayaquil, Cuenca and Quevedo, among those that began in the early hours of 2022, virtually and others through agencies or banking points.

In several municipalities of the country began the payments of property taxes from this Saturday, January 1. This is because some had, in advance, different physical points, such as banking agencies or digital channels to carry out the transaction. This is the case of Quito, Cuenca, Guayaquil and Quevedo, which also have discounts for prompt compliance with this obligation.

In Quito, for example, citizens could find out the amount payable on the Municipality’s website. There it was recalled that the 10% discount was for the payment of urban property from January 1 to 15.

With the property number, payment order or credit title, the user can pay in banks, mutuals, cooperatives, auxiliary payment networks (such as Servipagos, Western Union and others), online banking of the different financial institutions, in the neighborhood banks, and on the web portal: https://pam.quito.gob.ec (with credit card).

In Guayaquil, virtual or online payment also began on January 1. In this city, in addition to the traditional discounts of 10% to 1% for early payment, there is an additional discount: 5% only in the property tax for those who have already been vaccinated with the third dose or booster.

It also applies to those who have the second dose and cancel the tax during the first fifteen days of January. For the latter, the 10% reduction will be made first and after applying the reinforcement, they will be able to request a refund of the extra 5% of the property tax. Citizens could request an additional 5% discount from this Saturday on the link that was activated on the Municipality’s website (www.guayaquil.gob.ec).

Virtual payment also began in Quevedo. There is a 10% discount for residents if they pay from January 1 to January 15. There are agreements with banking agencies to carry out virtual transfers, said Jaime Hernández, municipal treasurer.

The physical payment in Quevedo will be from Monday, in neighborhood stores, bank agencies and in offices of the Municipality.

In Ambato, Machala, Manta, Portoviejo and Montecristi, payment can be made from Monday, January 3.

In Cuenca, the payment also began on January 1. The goal of raising between $ 8 and $ 9 million as estimated by the local Municipality authorities. In addition, citizens must pay for the well-known general benefit works (OBG) such as sidewalks, sewers and asphalt. Those who pay in the first days of 2022 will have a 10% discount.

The year that ends, $ 7 of the planned $ 12 million was collected and by 2022 the expectation is to get between $ 8 and $ 9 million of the planned $ 13, as detailed by the council’s financial director, Fabián Moscoso. To meet this objective, they hope that the nearly 140,000 taxpayers will come along throughout the year, remembering that by a mandate from the Cantonal Council the value of the properties will not increase, although “there will be certain adjustments in cents for calculations in the system.”

Regarding discounts, he recalled that it will start with 10% during the first 15 days of January and gradually decreasing to 1% in June. There will also be a 50% decrease in the elderly and people with disabilities, but only to a good, as there are times when they have more.

Another value that will be canceled is the OBG, that is, works of collective benefit, here the budget to be collected is $ 9 million that correspond to asphalt, sewage, asphalt and patents and that are distributed among the entire population according to the extent of their property, Well, “it is not the same to pay for a front of 40 meters or one that has 10, that’s why it varies”. Regarding bicycle lanes, Moscoso said that this process is still closed and will surely pass by 2022.

Pablo Pintado, director of the ICT Department, said that to prevent people from mobilizing en masse to the 15 physical payment points located in public facilities such as Etapa, Farmasol, EMOV or allied banks and cooperatives, as in this way they generate agglomerations, Digital channels that allow canceling with credit, debit cards or transfers will be strengthened.

As a reference for the growth of the effective Cuenca web platform, he said that if 4,100 payments were registered in 2020, in 2021 it grew to 43,000, a figure that encourages and commits them to strengthen systems and servers.
