Kommersant: Russian Railways wants to get 6.5 trillion rubles from nowhere

Russian Railways has presented a program for the “stage-by-stage bringing the track complex to the normative level” until 2030, formed in accordance with the June instruction of Vladimir Putin.

The project involves the implementation in the period 2022-2030 overhaul of the main and station tracks in the amount of 91.5 thousand km. According to Kommersant, the program is very expensive – 6.47 trillion rubles. in 2022–2030.

However, the funding sources are not clear. As possible – additional target markup to tariffs and state support are indicated. Now the overhaul surcharge of 2% is already in effect, in 2022 it will be increased to 3%, in 2023 – up to 5%, in 2024 – up to 7%, then it should again return to 2% in 2025 and completely disappear in 2026.

However, given the new program, the dynamics may change. According to the presentation, the premium may increase to 7% already in 2022, and in 2024 – up to 8% and in this form exist until 2030 inclusive. That is, for overhaul, Russian Railways can withdraw from customers more than 100 billion rubles from 2022. in year. However, the monopoly claims that the parameters for 2022-2024 correspond to the approved parameters of the investment program. That is, perhaps, during this period, the increase in the premium is still not provided.

According to the presentation, due to repair work, about 275 million tons may be under-shipped, while 111 million tons – at the consistently demanded Eastern landfill. Among other risks is the shortfall of 377 billion rubles. revenues from cargo transportation, the formation of an excess fleet of equipment, the emergence of a shortage of capacities and labor resources at Russian Railways and the rise in the cost of repairs.
