Russian President Vladimir Putin has submitted to the State Duma today the draft basic law “On the citizenship of the Russian Federation.”
The bill regulates “relations in the field of citizenship of the Russian Federation, including the determination of the grounds, conditions and procedure for the acquisition and termination of citizenship,” says the text of the document, which is posted in the Duma’s electronic database.
In particular, as follows from the draft, the institution of termination of Russian citizenship is being introduced, which is supposed to act instead of canceling decisions on admission to citizenship.
At the same time, it was proposed to adjust the criteria for obtaining Russian citizenship in a simplified manner, and for more than 20 categories of persons, a reduction in the number of requirements is provided.
In addition, the document expands the list of crimes for which deprivation of citizenship is provided – this is not only terrorism, but also a number of grave crimes against the state, as well as drug crimes.
The document preserves the president’s admission to Russian citizenship in an exceptional manner, and also extends this procedure to veterans of the Great Patriotic War – citizens of the former USSR who have special services to Russia, those who, due to their profession or qualifications, or for other reasons, are of interest to Russia.
It also follows from the bill that “the conclusion or dissolution of a marriage between a citizen of the Russian Federation and a person who does not have the citizenship of the Russian Federation does not entail a change in the citizenship of these persons.”
At the same time, “a citizen of the Russian Federation who has dual citizenship or multiple citizenship is considered by the Russian Federation only as a citizen of the Russian Federation, regardless of his place of residence, with the exception of cases stipulated by federal law or an international treaty” of the Russian Federation, is emphasized in the text of the document.
