More than 300 amnesty requests presented by social organizations are still waiting for the Commission on Constitutional Guarantees, Human Rights, Collective Rights and Interculturality to begin to know them and present a report for approval by the plenary session of the National Assembly.
The Confederation of Indigenous Nationalities of Ecuador (Conaie), the Confederation of Peoples of the Kichwa Nationality of Ecuador (Ecuarunari) and the National Union of Education (UNE), among other organizations, requested the processing of amnesties in favor of several leaders accused of commit crimes against security and public property during the October 2019 demonstrations.
According to the Constitution and the Organic Law of the Legislative Function, the National Assembly is responsible for granting amnesties for political and related crimes, as well as pardons for humanitarian reasons, the effect of which is the extinction of the exercise of criminal action, the penalty and its effects. legal.
During the first stage of this legislative period, 339 requests for amnesties entered the Ecuadorian Parliament, of which 16 were not admitted for processing because they do not meet the requirements and 14 petitions are in the process of qualification in the Legislative Administration Council ( LIME).

The Federation of Communes of the province of Santa Elena, through Leonel del Pozo Yagual, presented seven amnesty requests; the citizen María de los Hernández Enríquez has eleven applications; Santos Loja Largo, eight orders; Leonidas Iza, president of Conaie, awaits the processing of 67 amnesties; Marlon Santi, coordinator of the Pachakutik movement, submitted 169 amnesty requests; while Carlos Sucuzhañay, president of the Ecuarunari, presented 48 requests; Isabel Vargas, leader of the UNE, has presented seven amnesty requests, while former legislator Xavier Cajilema and Charles Palacios hope that the Assembly will process four amnesty requests.
The Executive Committee of the National Federation of Taxi Transport Operators of Ecuador also requested an amnesty for the leader Jorge Calderón Casco, who is accused of paralyzing public service during the October 2019 demonstrations.
The requests for amnesties submitted to the National Assembly are generally related to people prosecuted for allegedly illegal actions committed in a context of defense and exercise of collective rights, rights of nature, human rights and the right to resistance, taking as a reference participation in the national mobilizations that occurred in 2019.
Legislators Mario Ruiz and Sofía Sánchez (Pachakutik), members of the Constitutional Guarantees Commission, agreed to point out that these requests are not yet known in the commission, although Ruiz revealed that some processes are advanced, such as the preparation of technical sheets, but that officially the table is not informed of the processes.
