Regions of the Russian Federation will be able to set electricity tariffs themselves

The Russian government allowed the regions to independently introduce differentiation of electricity tariffs for the population based on an estimate of consumption volumes, Kommersant writes with reference to the Cabinet of Ministers decree.

As follows from the document, the authorities of the constituent entities of the federation will be able to determine the minimum volume of consumption that can be obtained at a reduced rate. In addition, they will be able to assign different rates for certain groups of the population. When establishing the volumes of the minimum consumption, the regions will have to focus on the “guidelines” of the Federal Antimonopoly Service. The publication notes that there is currently no such methodology, it should be developed within two months.

The FAS and the Ministry of Energy believe that the possibility of self-determination of tariffs will allow the heads of regions to respond to abuses by consumers using preferential tariffs. At the same time, the Antimonopoly Service pointed out, tariffs for the population will not rise.

Previously, the ability to regulate the tariff existed only in Crimea and Sevastopol, however, amendments to the government decree extend this opportunity to all regions of the country.
