General, ex-head of the SBU, Igor Smeshko, said that the conditions of Ukraine regarding possible negotiations on its neutral status should be put forward only in a package. He spoke about this on the air of the Ukraine 24 TV channel.
“In this package – theoretically, the exchange of our neutral status, firstly, for the restoration of the borders of Ukraine in 1991 – Crimea, Donbass and the entire state border of Ukraine should be transferred to the sovereign protection of Ukraine,” Smeshko said.
According to him, the second requirement is a new agreement in addition to the Budapest Memorandum.
Thirdly, Smeshko offers Kiev to put forward conditions that Ukraine has a sovereign right not within NATO to have bilateral military agreements with those countries that are ready to cooperate with Ukraine.
Earlier, the head of the Ukrainian Foreign Ministry Dmitry Kuleba said that there are two scenarios for the development of events in the situation on the border with Russia – diplomatic and military. In his opinion, one is a “game for the maximum raising of the stakes” in diplomatic terms, and the other is the preparation of the ground for a local armed operation.
