The State Duma rejected a bill that would prohibit foreigners and stateless persons from services of surrogate mothers in Russia, a Rosbalt correspondent reports.
The bill proposed to allow the use of the services of surrogate mothers only for those married couples (consisting of a man and a woman) in which at least one person has Russian citizenship, as well as single Russian women.
It was also proposed to issue Russian citizenship to children if they were born or carried by a surrogate mother on the day the ban on surrogacy for foreign citizens and stateless persons came into force. The bill also provided that only a citizen of the Russian Federation can become a surrogate mother.
The State Duma refused to support the bill, pointing out its lack of development. The Committee on Family, Women and Children Issues proposed to the authors of the draft law to change the text of the draft before its consideration by the State Duma in the first reading. However, they did not submit the amended text, the committee concluded.
