Russian President Vladimir Putin signed a law allowing police officers to open other people’s cars and enter apartments. This will be permissible under certain conditions listed in the amendments to the Law on Police.
So, the police will get the opportunity to open a car to save lives, to ensure the safety of citizens during riots and emergencies, to detain suspects or to check information about an alleged terrorist attack. As for the penetration into residential premises, this will become possible if it is necessary to arrest a criminal who is caught at the scene of a crime or is trying to escape.
At the same time, a number of initially proposed amendments were not adopted by the State Duma and, accordingly, were not included in the final text of the law. This applies to the right to open fire if the detainee tries to approach a police officer or touch his weapon, as well as the lack of responsibility of police officers for harm caused to citizens and organizations when opening a vehicle, if these actions were carried out on a legal basis.
Earlier this law received the approval of the Federation Council.
