In Russia, if a store refuses to accept a torn, glued bill or banknote with any marks in a pen or pencil, then this is a violation of the law. Olga Daineko, an expert at the Center for Financial Literacy of the Research Institute of the Ministry of Finance of the Russian Federation, told PRIME about this.
According to her, the Bank of Russia Ordinance No. 1778-U dated December 26, 2006 contains information that banknotes with the following drawbacks should be accepted into circulation: dirty, worn out, torn, with scuffs, small holes or punctures, with extraneous inscriptions, with spots, with impressions of stamps, bills without one corner or edge.
If such a bill is given as change, then it can be refused, Daineko emphasized, and this is the right of the consumer.
“It will not be possible to replace bills that have been destroyed by more than 50%, delaminated (decayed), if one of the sides is completely lost, they will also not accept a bill made up of different parts, and coins whose image has been erased. A separate place is occupied by bills and coins with defects – that kind of money can be replaced in the bank without any problems, but sometimes this may not be necessary, since such money is rare and is of interest to collectors, ”Daineko explained.
It happens that the money in your pocket has been carefully washed or torn, chewed by a small pet, or a banknote with a torn corner or inscriptions and messages from the previous owners came across in change. The expert pointed out that this is not a problem: in stores and points of sale, most bills with minor damage (torn off corner, inscriptions, stains and abrasions) are required to accept.
“When the proceeds are handed over, the bank withdraws these notes from circulation and replaces them with new ones, undamaged. If there are severe defects – there is no serial number, spots on the number, up to 45% of the bill is missing – the banknotes must be returned to the bank, ”Daineko advised.
