Fines for motorists may be increased in Russia. According to RIA Novosti, a bill has been submitted to the State Duma that would increase penalties for failure to comply with requests from regulatory authorities to stop transport and violation of cargo transportation rules.
The fine under Article 12.25 of the Code of Administrative Offenses of the Russian Federation (for disobedience to traffic police officers) can be increased from 500–800 rubles to 7–10 thousand rubles. The draft also provides for increased administrative liability, namely deprivation of rights for up to six months, for repeated failure to comply with the legal request of employees of regulatory authorities to stop the vehicle.
The initiative also proposes to increase the fine for violating the rules for transporting goods from 500 to 100 thousand rubles, and if the driver refuses to undergo weight and dimensional control of the vehicle, a fine of 200 thousand rubles will be imposed and the driver will be deprived of his license for six months. The owner of the car is proposed to be punished with a fine of 100 thousand rubles.
The authors of the project explained that the measures are necessary, since recently there has been a significant decrease in the transport discipline of drivers. In addition, the initiative is designed to improve road safety and ensure the safety of highways.
We would like to add that new fines and rules were introduced for motorists in 2024. Thus, in some Russian cities, including Moscow, Yuzhno-Sakhalinsk and Vladivostok, they began to abandon the flashing green signal at traffic lights. For now, this is just an experiment, and final conclusions about the effectiveness of the change are planned to be made in a year. There is also a proposal to increase the duration of yellow traffic lights from three to four to six seconds, depending on road conditions, to give cars more time to stop safely. Meanwhile, Moscow began testing traffic lights with contour lighting, which repeat the color of the burning signal and are better visible from afar. Cameras were also installed to record violations of travel rules near tram stops. A pedestrian who is not allowed onto the tram will be fined 1,500 rubles, with the possibility of a halving if payment is made within 20 days. There will also be an automatic license renewal for drivers whose license expires in 2024 or 2025.
