The serious insecurity in Ecuador, due to the international drug trafficking cartels and their violence aimed at terrorizing the population, amid a lack of state resources, is an opportunity to create an International Commission to Fight Impunity, funded by first world countries, dedicated to the fight against transnational organized criminal organizations.

The conditions were given with national support for President Daniel Noboa (80% of citizens approve of his management in dealing with thugs), who is seen as brave and determined to play for the country, unlike his predecessors, who promised an International Commission similar to Guatemala’s CICIG to end impunity , and then withdrew, trying to justify their non-compliance with an alleged lack of interest on the part of the United Nations to support their bids. This entails rebuilding a judicial system shaped by legislation and unscrupulous judges, in order to achieve impunity for corrupt and organized crime bosses; and also restore a culture of citizens that values ​​honesty and integrity of public officials, rejects achievements of easy money, respects legality and does not take shortcuts to avoid it. The Guatemalan Society came to this conclusion and therefore invited its president to sign an agreement in 2006 establishing CICIG. This agreement was qualified as constitutional by its Constitutional Court, and ratified by Congress.
