Commission visited Guayaquil jail to begin its work to pacify the penitentiary system

Last Thursday, President Guillermo Lasso signed the decree of creation of the group that will have a period of six months to propose strategies.

The members of the Penitentiary Dialogues and Pacification Commission, created by decree by the President of the Republic, Guillermo Lasso, made their first visit to the Zonal 8 Deprivation of Liberty Center, known as Regional jail, on the afternoon of Thursday 16.

They were accompanied by the Vice Minister of Government, Max Campos, the head of prison security, Colonel Fernando Vaca, and other representatives of said center.

This group made up of national and international experts seeks to prevent and develop strategies based on human rights to prevent violence in the country’s prisons. Several scenes of riots, including violent deaths, have been registered in the prisons of Guayaquil (Regional and Penitentiary)

Nelsa Curbelo, one of the members of the Commission, assured that solutions are already being analyzed to speed up actions that will conclude in six months and said that there is the possibility of reaching an agreement to pacify the detention centers.

“For there to be peace, time is needed, it is a long process that is tied to justice, but we do believe that we can help rehumanize relationships in prisons and support the change that must take place throughout the prison system”, express.

Meanwhile, Claudia Garzón, an international expert, said that the initial meeting set a roadmap for the work and indicated that, for example, one of the starting points had been the non-use of defeatist speeches, the Ministry of Government indicated in a statement.

“I know that we are going to do a great job from the dialogue table: humanize, dignify and minimize the pain, damage and suffering of others,” said the psychologist.

The Commission is also made up of Father Luis Barrios, Ricardo Morales Vela, delegate for Human Rights; Miriam Delgado Chávez, delegate of the academy; Mónica Ingarévalo Jaramillo, from civil society; Pastor Francisco Loor Mendoza, from the Evangelical Church; Christian Nieto Salamea, from the Office of the Ombudsman; and Jorge Narváez, representative of Monsignor Luis Cabrera, Archbishop of Guayaquil.
