Volodin: The bill on QR codes has been resent to the regions

Chairman of the State Duma Viacheslav Volodin said that the bill on the introduction of QR codes for visiting public places has been re-sent to regional parliaments, the Federation Council and the government for discussion for the second reading.

As reported, on Thursday the draft was approved by the State Duma in the first reading.

The draft law is of a framework nature, its implementation provides for the adoption of legislative acts at the level of the constituent entities of the Russian Federation.

By decision of the President of the Russian Federation, the head of the region will be able to take restrictive measures, in particular, the procedure for citizens to visit places of mass and other events, cultural organizations, catering, retail and other facilities (with the exception of grocery stores and pharmacies).

It is proposed to establish the period of validity of the measures until June 1, 2022.

By the second reading, which is scheduled for January, the bill will be finalized. In particular, it is planned to allow Russian citizens vaccinated with foreign vaccines to take an antibody test to receive a QR code. At the same time, the level of antibodies will not be taken into account, the main thing is the very fact of their presence, the State Duma explained.

At the same time, the State Duma postponed consideration of the bill on the introduction of QR codes in transport. Russian President Vladimir Putin said that “on New Year’s Eve, it is too difficult to impose restrictions on transport.” But this does not mean that it will not be accepted later.
