The Constitution of the Russian Federation is built on the idea of horizontal lines and implies that two levels of power operate relatively autonomously, receiving power from a single source – from the people. However, the psychology of Russians longs for verticals, including in state power. This opinion was expressed by a political scientist, president of the Respublika Foundation for the Development of Republican Traditions and Institutions, Sergei Tsyplyaev, in an interview with a Rosbalt correspondent.
“And this vertical of power is being built, which, of course, does not in any way combine with the idea of a federal state: the will of the center is either fulfilled unquestioningly, or the subject acts independently. But the fact is that by instinct we prefer a single and centralized one, and by reason we understand that we need a diverse and decentralized civilization, ”the political scientist noted.
According to him, the contradiction manifests itself in a variety of organizations: in parties, scientific organizations, creative unions.
“Everywhere one and the same – the infallible and irreplaceable leader. This culture in us is very developed, and it prevents us from admitting that someone can have a different point of view. But the cultural tradition is formed historically. In our country, military valor has always been respected, hence the military organization of society. Russia is a warrior country, we did not have free city-states, societies of free artisans. Self-governing Novgorod was destroyed by Moscow, and we remember this, ”Tsyplyaev summed up.
