If the people speak at the polls, there is no better way to find out what they think than through a national consultation, in which plebiscite and referendum questions can be combined. That is why the president must use this mechanism of direct democracy not only to have a thermometer of democracy, but above all to dare as much as he can and solve several fundamental problems, both historical and current. If there is no courage, there is no point in counseling. Undoubtedly, victory will depend on many variables, however, today the majority of the population requires firmness to remove the cancer that prevents the proper functioning of institutions, insecurity, unemployment, corruption and its culmination, impunity.
What unites the country?
It is no stranger to anyone that the Council for Citizen Participation and Social Control (CPCCS) was an institutional innovation born out of the blue in moments of ideological pyrotechnics, but now no one is taking responsibility. Its creators continue to defend the Montecristi constitution that caused so much deterioration of the state as a whole. The evidence shows us that nefarious characters were members of this Council, who appointed the authorities in the control organizations who are now on the run, such as former controller Carlos Pólit. Therefore, public consultation should be used to reduce the CPCCS to maximum expression.
In this same order of ideas, the little institutionality we experience is caused not only by its design and the set of norms that protect us, but also by the people who run the functions of the state. This requires us to make deep transformations of the Code of Democracy, because since there are no political parties, those who come to the institutions as authorities show improvisation, ignorance and negligence, with exceptions.
Currently, the movements and parties that come to power lack personnel trained to manage the country. The last elections showed us that we went to vote for seven binomials that did not belong to the organizations that sponsored them. Democracy going forward cannot function without parties or in this case with the poor imitations of parties we have. There must be a coup d’état and prevent the hiring of political organizations or the birth of candidates without parties.
Inequality and violence
In general, popular consultations are a turning point, that is, they mark a before and after in the life of states and, undoubtedly, in the actions of the governments that propose them. In this sense, they cannot be wasted, much less in such a short period of government as the one we live in. The topics for this consultation should be radical on education, social security, health and management of mining resources, among the most prominent, without leaving out insecurity and unemployment.
If the maxim that the result of the consultation depends on the acceptance of the proposer is fulfilled, then the president should use his favorable moment to mark the ground and consider the changes that the state requires, with the legitimacy that wins the polls. (OR)
