There is a dangerous lack of coordination between the legislature and the executive regarding the constitutional reforms that allow and regulate the support that the armed forces can provide to the national police in the fight against organized crime.

Namely, when the National Assembly approved a constitutional reform last December at the request of the previous president so that the Armed Forces would provide that support to the police, the current president sent his own reform proposals to the Constitutional Court with the same intention, although they are not identical.

President Daniel Noboa, realizing that his reforms seemed insufficient to the citizens, sent nine others.

In accordance with the provisions of the Constitution, reforms approved by the National Assembly must be submitted to a referendum, for the approval or disapproval of the citizens; The CNE has 45 days to do so. This is inevitable. The President’s questions, first and second, must be analyzed by the Constitutional Court and within 20 days give consent, reject or propose changes. To make matters worse, in the midst of all these proposals to speed up cooperation between the army and the police in the fight against organized crime, one of the main prisoners in our prisons is running away from the noses of all the new authorities, which reduces the prestige of the new government and weakens it ahead of the consultations.

Professional profiles of the holders of these positions were published in the press: businessmen from the military-intelligence service and the police; of the same origin in other functions as undersecretaries for security in the Ministry of the Interior; an expert on personal security sports issues at the Ministry of Defense. If there is a state of emergency in the country due to the failure of current officials, it is fair and necessary for the president to adhere to the saying “to the shoemaker” and ask for the cooperation of experienced people, knowledgeable in security matters; people who know what drug cartels are here and abroad; These are things that cannot be improvised; The new officials cannot understand the reports that their subordinates bring, and of course they lack and will not lack initiative. The population is exposed to multiple attacks in various parts of the country. A return to non-face-to-face classes is already being considered.
