In the Pskov region they will fine for “inducing abortion”

At the next session, deputies of the Pskov Regional Assembly adopted a law introducing administrative penalties for residents of the region who induce women to have abortions, the press service of the regional parliament reports.

“In the Pskov region, a ban on inducing abortion and administrative punishment for this action have been established – the corresponding legal norms, at the proposal of the governor, are enshrined in regional legislation by a decision of the regional parliament. Committing this offense, regardless of whether an abortion was performed or not, entails the imposition of an administrative fine on citizens in the amount of 3 to 5 thousand rubles,” the message says.

According to the department, for officials the fine will range from 10 to 20 thousand rubles, for legal entities – from 30 to 50 thousand rubles. At the same time, it is clarified that “by inducing an artificial termination of pregnancy is meant the commission of actions through persuasion, proposals, bribery, and deception.”

Informing a pregnant woman about the presence of medical or social indications for artificial termination of pregnancy included in the official list does not qualify as inducement to have an abortion and does not imply administrative punishment, the parliament’s press service notes.

According to the regional committee for social protection, a decline in the birth rate has been registered in the region. In addition, the number of families in which the first child appears is decreasing every year.
