Availability of money and benefits are the decisive elements that make the difference between the poor and the rich.
The poor suffer to meet their needs and the needs of their loved ones. A rich man does not have that suffering. The role of the state is to try to mitigate these differences, in such a way that the gap between the rich and the poor is reduced as much as possible. The rich and those with medium and high incomes can pay the true value of a gas bottle. But the needy cannot do that. This is where the state must step in, which will alleviate the problem of the needy by subsidizing them so that they pay a lower price for a gas bottle than the actual price.
How to judge public finances?
The same logic must apply to fuels. It goes without saying that it is a complete absurdity that the rich and those with middle and high incomes pay the same subsidized price of these goods as those who cannot afford the real price.
I have heard many times from the authorities and on several occasions from the finance ministers of various governments that subsidies for gas and fuel will be targeted. Years and governments have passed, and nothing has changed: we continue to live the described absurdity. The fact that a crime of this magnitude has persisted for so long and under so many governments attracts attention: why is not a decisive decision made to stamp out the absurdity and implement it effectively? I believe that the new Government has a challenge to effectively direct relevant subsidies (and not abolish them) so that really poor people benefit from subsidized prices.
Tax reform: free zone
If the problem is technically very complex to overcome, then the solutions must be progressive, but what should not happen is the preservation of such a large aberration, especially if Ecuador is struggling with a serious fiscal crisis and living with the weight of existence. one of the most violent countries in America; violence that can be partially overcome if sufficient resources are available. Of course, resources are not everything, we need a strategy, raising citizens’ awareness of the importance of organizing for the legitimate struggle for security, cultivating civility and selflessness in favor of great goals. I don’t see any call from institutions that are morally called to do that, I don’t see that the Civic Committee of Guayaquil is calling for anything, I don’t see any representative institution, at least from the coast, that carries out a campaign of civility and unity. It is time for change, it is time for professional associations, for citizens’ initiatives, for the union of neighborhoods in favor of security. Helplessness has cornered us and we are losing the battle. God cannot compensate for human and institutional failures. Appealing to him is always important, but it cannot compensate for our passivity.
